Mandate The Committee prepares legislation on international relations and the foreign policy of the Russian Federation; and reviews the international agreements and commitments of the Russian Federation, and the applicability of international law. It also participates in the legislative process in relation to international economic, scientific, technical, humanitarian and cultural cooperation, and in the drafting of the statements and declarations of the State Duma, including those concerning human rights violations.
Membership The Committee is comprised of 22 members of the State Duma (since August 2004).
Working methods The International Affairs Committee of the State Duma comprises deputies of the State Duma according to Article 101 (para. 3) of the Constitution of the Russian Federation, and Articles 19, 20, 21, 22 and 23 of the Rules of the State Duma of the Federal Assembly of the Russian Federation. It is an organ of the State Duma. In its work, the Committee follows the Constitution and legislation of the Russian Federation, the Rules of the State Duma and its own regulations.. The work of the Committee is based on the principles of freedom, discussion, openness and collectivity. The sittings are held according to plan, but extraordinary sittings may also be called. The sittings may be open or closed. The mass media, public representatives and experts may be invited to attend its meetings. The Committee sometimes holds sittings in various regions of Russia.
Relations with other parliamentary bodies The Committee may have joint sittings with the other committees of the State Duma and the Federation Council (the Upper Chamber).
Relations with external bodies The Committee has close contacts with the government, ministries and departments, scientific organisations and NGOs. Under the aegis of the Committee, the Consultative Council of NGOs consisting of more than 200 organisations of the "third sector" was formed (in September 2004, the Consultative Council of NGOs was placed under the responsibility of the Inter-Parliamentary Group of the Russian Federation, within the structure of the State Duma).
Subjects dealt with Protection of the rights of Russian citizens and nationals abroad; the status of foreign citizens in the Russian Federation; the problems of the Kaliningrad region, etc.
